Monitor wakes to login screen a few seconds after suspend

Bug description:
Suspend has worked fine previously, where I press the power button and
my MacBook Air (2012) goes to sleep.
Now, after pressing the power button, the screen turns off for a few
seconds and then I'm presented with the login screen. No matter how
carefully I press the power button it always repeats. It also happens
when suspending from the system menu at top right.
The login screen seemingly never goes to sleep on its own either,
making the action of pressing the power button entirely misleading
while leaving the machine running indefinitely after you've turned
your back on it.
