Ubuntu does not boot after upgrade to Linux 5.13-0-23

Bug description:
After the latest upgrade to Linux 5.13.0-23 the disk shows some
activity, but the screen remains black and powers off. To be sure I
reinstalled Ubuntu from scratch and I have the same error again. My
hardware is a Ryzen 3 2200G
I only can boot from Linux 5.13.0-19. On the precious installation I
could reboot from Linux 5.13.0-22, but -23 failed.
