Bug description:
UBUNTU: SAUCE: pcm_lib: ifdef call to printk_ratelimit() with CONFIG_SND_DEBUG

Without this ifdef the side effect of calling printk_ratelimit() at a
rapid rate
is that the kernel log is filled with:

      snd_pcm_update_hw_ptr0: 26 callbacks suppressed
