  Excessive size of kernel modules on RISC-V - modules unstripped

Status in linux-riscv package in Ubuntu:
  In Progress

Bug description:
  The size of kernel modules on RISC-V indicates that there is a build
  problem:

  kernel/drivers/ata/sata_mv.ko
  amd64: 81713 bytes
  arm64: 85505 bytes
  riscv64: 601417 bytes

  objdump -h shows that there is no section beyond 0xc6fc in the riscv64 file.
  The size of the sections matches what we see on the other architectures.
