[Impact]
Mouse cursor lag in gnome UI.
[Fix]
Only set vblank_disable_immediate when PSR is not enabled.
[Test]
Verified on HW with touchpad/trackpoint, it works smoothly.
[Where problems could occur]
It might break display output on AMD RMB platform.
Jammy already got the commits.
