Public bug reported:
System: Ubuntu 22.04 Desktop.
This failure occurred after substituting systemd-boot for GRUB, which
required (a) mounting the ESP to a new directory, /efi; and (b)
replacing /boot with a symlink to /efi.
Other instances of this configuration on other partitions but without
the symlink failed to update the kernel, with `uname -r` returning a
prior version.
