  Add support for AMD PMF

Bug description:
  Some upcoming platforms support for AMD-PMF.

  This will enable ACPI platform profiles and some automatic transitions.
  The first 11 patches are queued up for 6.1 and also available in an immutable 
branch.

  Can you please merge these to OEM-6.0?
