Title:
  PROBLEM: Programs <dysfunct>

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  When I tried to login to the machine, the SSH login took more than 5
  minutes. After login, the CPU load was 7.x for a 4 CPU machine,
  however the htop program did not indicate all CPUs running 100%.

  Many programs were showing <dysfunct> (e.g. zsh, docker, ssh, etc).
  I cannot reboot using `sudo reboot` or `shutdown -r` commands. I cannot kill 
the docker containers. I had to hard reset the machine. 

  Found some bug reported in the journalctl. Attached the relevant logs.
