So some more info, this is a SteelSeries keyboard built into an MSI

Bug description:
  This was not an issue on any linux mint before LM 21 (22.04)

  The L-ctrl key is swapped with the Fn switch key. (confirmed with xev
  reporting Fn as key 37 an not reporting L-ctrl at all)
