This bug affects also me. Initially I have thougth that was a battery issue, 
but then I have restarted the notebook, went into bios settings and switched 
off the machine from the power button.
After one night battery was still at 100%, while if I shut down from ubuntu it 
goes at 15% normally. This appens since few months.
I have a Dell Precision 3541 with kernel
