This was observed on Dell XPS 9320 system. Because thermald can't parse V2 table, it is not getting correct thermal threshold temperature and power limits. This is fixed in upstream thermald by the patch: https://github.com/intel/thermal_daemon/commit/90d56bc06cdcf78e7398ea7da389401516591774 This fix is part of Thermald 2.5.2 release.
