  AMDGPU init broken (sw_init of IP block <uvd_v4_2> failed -19) between
  5.19.0.29 and 5.19.0.31

Bug description:
  After upgrading the linux kernel 5.19.0.{29=>31}, my external graphics
  card stopped being used on startup, and my system fell back to
  internal graphics. When using the previous kernel - a patch-level
  update only - this works fine.

  Both the error on 5.19.0.31 and the continued proper function on
  5.19.0.29 have persisted across multiple automatic and manual runs of
  update-initramfs, and across a downgrade and then upgrade of linux-
  firmware to/from the non-kinetic-updates version.

  Full error trace from syslog and preceding lines about AMDGPU
  initialization progress are attached.
