I have the same problem, but with Ubuntu 22.  Using xset does resolve
the issue, but then the problem is that when my computer does go to
sleep, the monitor does not power down -- the screen is just blank but
still powered.

Bug description:
  Now and then I have the problem, that the screen turns off after
  seconds of keyboard or mouse inactivity. I think that it changes with
  kernel versions but I'm not 100% sure that kernel version is the
  cause. The annoying bug is present for some time then it's gone, and
  after a while, the problem is back.

  Today I figured out that 
  xset -dpms
  solves the problem but 
  xset s off
  does not.

  In gnome-control-center -> Power I have the following settings:

  Power Saving: Blank Screen -> 15 minutes ( Selecting Never doesn't
  change anything.)

  Suspend & Power Button: 
  Automatic Suspend: On, Delay 15 minutes
  Power Button Action: Power off
