Bug description:
Upgrading linux-firmware (1.173.20) on Ubuntu (18.04.5) will cause the
initramfs files to be updated during the "setting up" phase of linux-
firmware's installation. However, if there are other packages that
also require initramfs to be updated, they will be updated again later
during the "processing triggers" phase. The triggers mechanism of
deb-installer is designed to avoid this duplication of effort and
speed up the time taken to complete an upgrade. If there is no
specific reason for linux-firmware to force the initramfs update
during setup, I believe it makes sense to defer that action.
In the excerpt below, udev and linux-firmware are both in the list of
packages to be upgraded. Udev uses the trigger mechanism and linux-
firmware does not.
