It's still a problem though. Maybe related: bug 2031537 although you're
not suffering from a transmit queue timeout.

  The ethernet port is unavailable:
  nmcli gives
  enp1s0: unavailable

  This is the same with or wothout a cable pluggen in.

  I expect the ethernet port to connect.

  I've tried installing r8168-dkms and blacklisting r8169 but the
  systtem then becomes so slow as to be unusable.
