Bug description:
this started as a 22.04 VM in parallels running on an M1 Max MacBook
Pro. virgin VM, just installed vanilla ubuntu 22.04, went into the
upgrade settings and selected 'any upgrade'. the upgrade tool then
said I could upgrade to 22.10, which I did. waited for that to
complete entirely and reboot, which all went smooth. the upgrade tool
then said I could upgrade to 23.04, which I attempted. it seems to
have gone well except for, unfortunately, a pretty critical piece, the
kernel headers :o
