Can you remove 'quiet' and 'splash' from the kernel commandline and

Title:
  6.5.0-14 kernel will not boot

Status in linux package in Ubuntu:
  Incomplete

Bug description:
The computer hangs during boot with kernel 6.5.0-14-generic. However,
kernel 6.2.0-39-generic works fine. This was a recent upgrade from an
  earlier Ubuntu version.

  I see on the screen:
  Loading Linux 6.5.014-generic...
  Loading initial ramdisk ...

I waited several minutes before pushing the reset button.

Other system information should be attached.
