We ran into a similar issue since Ubuntu 22.04.3 moved from linux-6.2.y to 
6.5.y for linux-generic-hwe-22.04.
The corresponding dkms package rtl8821ce-dkms-5.5.2.1-0ubuntu11~0.22.04.1 
unsurprisingly no longer compiles due to quite a number of kernel API changes.

Btw, we're currently considering to test
https://github.com/tomaspinho/rtl8821ce (Arch upstream for their dkms)
as it seems to support recent versions of linux and it compiles mostly
clean using linux-generic-hwe-22.04-6.5.0.14.14~22.04.7.
