For end-of-life (EoL) branches (r36.3.1 at this time), the kernel ABI is
frozen at an older version. This requires the corresponding version of
nvidia-driver-535-* to be frozen as well, but that is currently not the
case in the archive. The dGPU driver packages continue upgrading and old
versions are eventually removed, which breaks EoL branches.
To fix this, we will use Ubuntu snapshots [1] to freeze the archive when
a branch goes EoL, so the correct dGPU driver is always available. This
aligns with the plan to stop updating EoL branches, while still keeping
them installable.
