build dependencies not strict enough

for a natty build I do see:
make[1]: Entering directory
`/home/doko/packages/linux-2.6.37/debian/build/tools-/tools/perf'
Makefile:512: No libdw.h found or old libdw.h found or elfutils is older than
0.138, disables dwarf support. Please install new elfutils-devel/libdw-dev
Makefile:568: newt not found, disables TUI support. Please install newt-devel
or libnewt-dev
so maybe the build-dependencies on libdw-dev and libelf-dev should be
versioned?
