  hibernate should fail before rebooting to updated kernel

Bug description:
  I forgot update-manager updated the kernel and was waiting for reboot, and 
hibernated.
  Hibernating completed successfully but didn't resume (instead performed a 
regular boot).
  This can cause unsaved data to be lost.
