I was trying to figure out another problem I ran into while upgrading (https://bugs.launchpad.net/ubuntu/+source/samba/+bug/2092836), which involved booting between Ubuntu 20.04 and Ubuntu 22.04 a lot. Sometimes, when booting back to Ubuntu 20.04, the USB Ethernet was not working (same symptoms as reported - not visible in lsusb) and it needed to be unplugged. This was always when going from 22.04 -> 20.04, never the other way around.
My system has been running 20.04 for a few years now. When I initially said the USB Ethernet worked in 22.04, it's because doing a do-release- upgrade to 22.04 did not immediately stop it from working. That was the extent of my 22.04 experience. Also possibly relevant, I have a USB SATA adapter with a hard disk attached normally (for backup purposes) and according to lsusb, this port is attached to the same hub as the type-C port the USB Ethernet is attached to. The booting between Ubuntu versions I was doing involved a similar USB SATA adapter with a SSD (hosting Ubuntu 22.04). The hard disk was not connected at this time.
