zfs-dracut should depend on dracut-core instead of dracut

Bug description:
zfs-dracut depends on dracut which conflicts with initramfs-tools. So
installing zfs-dracut will remove initramfs-tools. See
https://discourse.ubuntu.com/t/please-try-out-dracut/48975/38
Users might just want to install dracut-core and generate initrd
without removing initramfs-tools. So please let zfs-dracut depend on
dracut-core instead of dracut.
