Title:
  Hard drive in Studio XPS 13 and 16 cause a 17-18s resume time

Bug description:
  Some of the offered hard drives in the Studio XPS 13, Studio XPS 16
  and several other unreleased pieces of hardware can cause resume from
  suspend to ram to take 17 seconds or more.

  It has been identified that this is caused by the hard reset followed
  by soft reset in ATA_TMOUT_PMP_SRST_WAIT in sata_link_hardreset() (in
  libata-core.c).

  The hard reset timeout is currently set to 1 second.  Increasing this
  to 5 seconds causes the resume to work properly and take a more
  appropriate amount of time (2-4 seconds total).
