I can confirm this also happens on Plucky as well running 6.14.0-29-generic, on my System76 Pangolin (128GB/16-core AMD Ryzen 9 8945HS w/ Radeon 780M Graphics), and absolutely crushes IO, everything stutters, lags, drags every few seconds. Network, video, audio stutters, and I get constant notifications that the battery is charging/discharging/charging, etc.
