Bug description:

  [Impact]

  On Strix and Strix Halo APUs a hang is observed if the suspend
  sequence is started while running any compute tasks (such as ROCm).

  This is because the compute ring is not drained when the suspend
  sequence is started meaning there may be pending fences.  Leaving
  fences pending during s0i3 sequence can hang the GPU.
