Bug description:
  [Impact]
  Add support for devices with PCI ID 0xefa3 to ensure that new instance types
  using these devices and running the 6.8 AWS kernels have EFA (Elastic Fabric
  Adapter) support.

  [Fix]
  Cherry-pick upstream commit 346d2fc606a8 ("RDMA/efa: Add EFA 0xefa3 PCI ID").

  [Test Plan]
  Compile test.

  [Where problems could occur]
  We're adding support for a new device that previously lacked it. This change
  will not affect any devices that are already supported.
