Bug description:
  These patches are needed for a future NVIDIA arm64 CPU.

  The BRBE series was split in half, with the first part making v6.15
  and the second part in linux-next (expected to land in v6.17).

  Note that "4516b8afe18a arm64: el2_setup.h: Make __init_el2_fgt labels
  consistent, again” was picked as a prerequisite for the BRBE series.

  The CPU ID patch will be upstreamed at a later date and is taken as
  SAUCE for now.

  Testing: Performed a boot test on Grace hardware and verified the BRBE
  support is present but not active.
