* Microsoft requested MANA patch to reduce waiting time during MANA
unloading if HWC is not responding.
[Fix]
* clean cherry-pick of upstream patch:
* c4deabbc1abe: "net: mana: Reduce waiting time if HWC not responding"
[Test Plan]
* Compile tested
* Microsoft to test
[Regression potential]
* Patch limited to MANA infiniband. Possible regressions result in
unexpected behavior of MANA infiniband driver.
