Po-Hsu Lin / Anthony Wong, as per
http://www.dell.com/support/home/us/en/19/product-support/product/inspiron-15-3541-laptop/drivers
an update to your BIOS is available (A01). If you update to this following
https://help.ubuntu.com/community/BiosUpdate does it change anything? If it
doesn't, could you please both specify what happened, and provide the output of
the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Thank you for your understanding.

Title:
[Dell Inspiron 3541] USB3 stick speed drop to 480M after first use

Status in “linux” package in Ubuntu:
  Incomplete

Bug description:
  CID: 201403-14859 Dell Inspiron 3541

The USB3 speed is 5000M when the first time you insert it after boot:

  ubuntu@201403-14859:~$ lsusb -t
  /: Bus 04.Port 1: Dev 1, Class=root_hub, Driver=xhci_hcd/2p, 5000M
      |__ Port 1: Dev 2, If 0, Class=Mass Storage, Driver=usb-storage, 5000M
  /: Bus 03.Port 1: Dev 1, Class=root_hub, Driver=xhci_hcd/2p, 480M
  /: Bus 02.Port 1: Dev 1, Class=root_hub, Driver=ehci-pci/2p, 480M
      |__ Port 1: Dev 2, If 0, Class=Hub, Driver=hub/4p, 480M
          |__ Port 1: Dev 3, If 0, Class=Vendor Specific Class, Driver=rts5139,
480M
          |__ Port 2: Dev 6, If 0, Class=Wireless, Driver=btusb, 12M
          |__ Port 2: Dev 6, If 1, Class=Wireless, Driver=btusb, 12M
          |__ Port 4: Dev 5, If 0, Class=Video, Driver=uvcvideo, 480M
          |__ Port 4: Dev 5, If 1, Class=Video, Driver=uvcvideo, 480M

      |__ Port 1: Dev 2, If 0, Class=Hub, Driver=hub/4p, 480M

But if you remove it and plug it to the same USB3 port again, it will drop to
480M:
  ubuntu@201403-14859:~$ lsusb -t
