Some information to breathing led:

1. There is a patent on this behaviour (i.e.
http://www.google.com/patents/US6658577), and some may not want to
implement it.

2. It is usually implement by EC by detecting hardware pins. For example, 
SLP_S3#, SLP_S4# and perhaps others:

S3 Sleep Control: SLP_S3# is for power plane control.. This signal shuts off 
power to all non-critical systems when in S3 (Suspend To RAM), S4 (Suspend to 
Disk), or S5 (Soft Off) states.
S4 Sleep Control: SLP_S4# is for power plane control. This signal shuts power 
to all non-critical systems when in the S4 (Suspend to Disk) or S5 (Soft Off) 
state.

The above pins are not controlled by software at all and they will
change according when the system (ex. chipset) is put to s3 and s4.

The questions we need to ask ODM are 1. whether they implement the
breathing led, 2. whether EC is used to detect pins, 3. what other
software method to control it, if any.
