Does this problem exist with vanilla upstream kernels ? Try installing
these 2:

Bug description:
  Hi,

  our new server installed with ubuntu 14.04.1 lts updated to the latest
  upstream kernel (Ubuntu 3.13.0-35.62-generic 3.13.11.6),  is equipped
  with two Intel Corporation I210 Gigabit Network Connection (rev 03)
  nics. The correct network driver is loaded, but the link to the
  network switch is not always  (most of the times) established.
  Randomly one, two, all or none of the nics will have a network link
  established (means lights on the nic are dark). This happens with cold
  or soft boots.

  Attached you will find an apport-report from our system.

  We have compiled the latest intel igb-driver downloaded from the intel 
website (igb-5.2.9.4) and installed it manually in the system.
  # cp igb.ko 
/lib/modules/3.13.0-35-generic/kernel/drivers/net/ethernet/intel/igb/igb.ko
  # update-initramfs -c -k all

  !! Using the latest intel driver the problem seems to be solved !!
