change screen brightness keys (fn) does not work on Dell XPS L702X
laptop in Ubuntu 12.10 also screen brightness can not be changed or
modified using any other settings

Bug description:
Screen brightness can not be changed at all in Ubuntu 12.10 as well as
previous versions (Ubuntu 12.04 as well). This bug still has not been fixed for
a long time. The brightness control buttons on the laptop (fn) also does not
work.
This is on a Dell XPS L702X laptop.
