This is an 8 year old bug. My current laptop doesn’t have an internal modem anymore.

If the laptop has been send to S3 sleep the /etc/init.d/sl-modem-daemon script has to be restarted; otherwise the modem is dead (No Carrier) after resuming from suspend.
