In general, you don't need to reboot until everything's installed. However, in this situation, there's an ABI change.

However, those extra reboots wouldn't hurt, as far as I know - should we
have them in UPDATING, just to be complete?

Hmm, so far every time when a reboot was necessary before installworld, installworld was telling so.
