MFC for 2.2.1 - sub-release in 2 weeks on approximately 15-March

   A bunch of stuff that didn't make it into the release is now in HEAD.
   I am setting a date 2 weeks from now to get it into the 2.2 branch
   before we roll 2.2.1.
