Ack. For the history inclined, DaveJ tried to speed up 'make prep' in the kernel spec by removing this functionality and only doing it for the current arch. The script was created to allow the "all arch" prep for new config options during a merge window. That actually worked out poorly for a number of reasons, so we wound up adding it back into the spec.
