There is an issue (in rawhide at least) with %gs getting called too early (I saw it in a PV guest but it looks like it applies to Dom0 as well), see the patch at https://lists.xenproject.org/archives/html/xen-devel/2018-02/msg00045.html and the thread here https://lists.xenproject.org/archives/html/xen-devel/2018-02/msg00025.html for discussion. I also know that 4.15.0-1 in rawhide won't boot as a dom0 though I haven't checked if it is the same issue.
