redhat/configs: Remove the non-existent CONFIG_NO_BOOTMEM switch

The CONFIG_NO_BOOTMEM switch has been removed upstream in commit
b4a991ec584b ("mm: remove CONFIG_NO_BOOTMEM"), so we can drop this
setting in the ARK kernel config now, too.
