I think this makes complete sense, I had been meaning to do something myself. I think we should also add an explicit Requires for kernel-modules as there is a lot of HW in there (GPU/WiFi/bluetooth etc) that do require firmware. This allows for headless cloud/VM uses cases to operate without firmware but for other usecases to ensure it's there.
