This was introduced in 5.18, and it would appear the cc_mkdec was exported as part of the API, but the cc_mkenc was not as there was no need with in tree code: https://github.com/torvalds/linux/commit/b577f542f93cbba57f8d6185ef1fb13a41ddf162 The path forward would require either a change in the out of tree module, or a patch to upstream to export the cc_mkenc. This might take some convincing.
