@clrkwllms - the only tricky part with this change is around the rebase. originally we put the change in a place that minimized the GA rebase merge conflicts. This may cause a conflict for this GA rebase, but after that it should be fine. The point is, hopefully very other code is touched around the change for a while to minimize future conflicts.
