redhat: TEMPORARY default realtime and automotive to off

Building of realtime and automotive kernels is controlled by
two variables in the specfile:
    with_realtime
    with_automotive
Default both of these to off until PREEMPT_RT merges upstream so
we pull in the actual code/config changes require to build a
PREEMPT_RT kernel
