So you're enabling this for RHEL then I guess?

If you want to enable it for RHEL, you need to delete
redhat/configs/rhel/generic/CONFIG_QCA807X_PHY. And since you're adding a
common entry, the fedora specific one should also be deleted (since it doesn't
override the common entry in anyway).
