redhat/configs: automotive: disable CONFIG_VFAT_FS

Upstream Status: RHEL only
unset CONFIG_VFAT_FS in the kernel-automotive
configuration to fully disable VFAT.
This change is required to satisfy a requirement
of FuSa efforts for RHIVOS.
