On my Fedora and RHEL-9.5 systems, `/bin` is a symlink to `/usr/bin` so I
don't think it makes a practical difference. Also, there is currently no
consistency for the scripts in the redhat directory:
```
$ git grep -h '^#!.*bash' -- redhat/ | sort | uniq -c
4 #! /bin/bash
19 #!/bin/bash
3 #!/usr/bin/bash
3 #!/usr/bin/env bash
```
