common: Cleanup BTT

This doesn't change the RHEL options, just moves them
into common.  For Fedora this disables it, it's an optional
requirement for NVDIMM which was a high performance
enterprise storage, it never really went anywhere and is
very unlikely to be used in Fedora so this aligns us
with RHEL.
