I am actually not sure why you have Fedora listed here. These are already enabled for Fedora configs. This MR looks like it is attempting to turn them on for RHEL, but as you can see from the above CKI bot comment `This MR's config changes had ZERO impact on merged configs` because the common directory is overridden by fedora/rhel directories individually.
