gitlab-ci: disable merge-rt-automotive
We currently don't need the scheduled job that merges ark with the
upstream RT development tree and creates the os-build-rt-devel and
os-build-automotive-devel branches.
This disables the scheduled job for now. We might remove it entirely
in the future.
