JIRA: https://issues.redhat.com/browse/RHEL-96987 Enable fwctl and the mlx5 fwctl driver for RHEL. s390x/zfcpdump cannot inherit CONFIG_FWCTL=m, because it has CONFIG_MODULES off. Just disable it there.
